For example if you have 2 orders, the first one has has:
Product A
Product B
Product C

The second one has these products:
Product B
Product C
Product D

And a customer is viewing Product B, then the Customers also bought section
will display:
Product A
Product C
Product D

You can modify the display as standard and choose between thumbnail version and plain link versions.
